DEERFIELD TOWNSHIP REGIONAL STORM WATER

DISTRICT BOARD WORK SESSION

August 19, 2004

 In attendance: Susan Berger (Board member), Walt Daniels (Board member), Larry Weis (Township Public Works Director), Greg Horwedel (Township Administrator), Dave McElroy (Warren County Soil & Water)

 The meeting was called to order at 7:10 p.m.

 A discussion was held on a bill from Albers & Albers in the amount of $1,564. Greg Horwedel will discuss the bill with Doug Miller (Township Law Director) and will report back to the Storm Water Board.

Greg Horwedel forwarded to the Township Law Director the Storm Water Board’s request to piggyback on Township insurance. Greg will update the Board at the next meeting.

 The Township will inquire with staff on part time employment to handle the Storm Water Board’s minutes, bills, etc. If staff is not interested, the Storm Water Board will look elsewhere.

 Greg Horwedel spoke on the need to proceed slowly regarding implementing new rules and regulations.

 Dave McElroy spoke on the fee for Warren County Soil and Water District partnering with the Storm Water Board. It was determined to wait until February, 2005 to make the $10,000 fee.

 The Board asked Larry Weis to contact the Ohio EPA and inquire if their first year’s annual report can be submitted in March, 2005 as a two year report. Dave McElroy said that he thought the Ohio EPA would be okay with proposal.

 Staff is to contact the Warren County Sewer and Water regarding the use of their billing system for collection of a future storm water fee.

 A discussion ensued regarding a storm water fee, hiring consultants and reviewing other districts.

 The Board asked Greg Horwedel if they can be present during interviews for the vacant storm water position.

Dave McElroy will make available to the Township storm water information to be used at Deerfield Day.

 A motion by Walt Daniels and second by Susan Berger to adjourn the meeting at 9:15 p.m. Motion carried.
