DEERFIELD TOWNSHIP REGIONAL STORM WATER

DISTRICT BOARD MEETING

APRIL 21, 2004

President Bill Morand opened the meeting. After a prayer and Pledge of Allegiance, the floor was opened to public comment.

 Public Comment

Diane Halligan, 4071 Brookside Court, said that she did not see notice of the meeting in the newspaper. She also spoke about the Simpson Creek watershed study and other measures recommended by Henderson & Bodwell four years ago. She also asked if the storm water board is weighing in on the township zoning code update.

 Jennifer Wilder responded that the meeting notice was sent to the media and it is at their discretion to print notices.

 Joel Smiddy responded that the next storm water meeting on May 11, Rick Evans, with Henderson & Bodwell, will be present to discuss Simpson Creek.

 Bill Morand responded that the storm water board is a separate entity and will establish separate guidelines, but will be in conjunction with zoning code.

 Review of Bank Accounts – Staff Presentation

Jennifer Wilder circulated to each board member a memo regarding the Township’s contribution to the storm water district and a list of suggested uses for the contribution.

A discussion followed.

 A discussion ensued on obtaining legal counsel, by-laws and additional meeting dates.

 A motion by Bill Morand and second by Susan Berger to hold storm water meetings on the second Tuesday and the third Wednesday of every month.  Motion carried.

A motion by Walt Daniels and second by Bill Morand that when funding is available, Jennifer Wilder will advertise for legal counsel for Deerfield Township Regional Storm Water District Board. Motion carried.

 A motion by Susan Berger and second by Bill Morand that when funding is available, Jennifer Wilder will advertise for an insurance agent for Deerfield Township Regional Storm Water District Board. Motion carried.

 A motion by Susan Berger and second by Walt Daniels that when funding is available, Jennifer Wilder will advertise for a public depository for Deerfield Township Regional Storm Water District Board. Motion carried.

 A motion by Bill Morand and second by Susan Berger to take a break. Motion carried.

 A motion by Bill Morand and second by Susan Berger to return to the meeting. Motion carried.

 Joel Smiddy circulated a meeting packet to each person for presentation and discussion.

 Joel Smiddy announced that at the next meeting Dave McElroy, with Warren County Soil and Water Conservation District, will be speaking.

Bill Morand announced the next meeting will be Tuesday, May 11, 2004.

 A motion by Bill Morand and second by Susan Berger to adjourn. Motion carried.
